After a Slow January When is Market Activity Expected to Increase?

So far this January only two surface water transfers have occurred. Both were from multi-year transfer agreements between South of Delta (“SOD”) entities with varied prices. All other reported transfers for January have been multi-year transfer agreements with prices increasing annually by inflation.* There has also been minimal public discussion of transfers to be completed in the upcoming months.

*Note: Multi-year agreements have a price set annually. Incremental agreements increase their prices on a set rate (e.g. 2% every year). These agreements do not account for annual water availability or other annual variables in their prices. Varied agreements renegotiate their prices every year and are influenced by annual variables.
