David Steed

Director of Mining Services, K.C. Harvey Environmental and Permitting and Regulatory Affairs Manager, Pacific Soda LLC

For 30 years, my professional focus has been on coordinating and completing environmental projects associated with government, state and local resource management and lands development regulations. My expertise is in project design and management, natural resource study design and analysis, regulatory procedures and land use issues, site planning and permitting, and site closure and reclamation. Other expertise includes strategic assessment of regulatory documentation and baseline analyses required for state and federal mandates in the mining, oil and gas, and energy industries, including federal and state permitting, NEPA documentation, U.S. Fish and Wildlife Service consultation and U.S. Army Corp of Engineers regulatory coordination, as well as due diligence analysis, constraints and opportunities analysis, sustainability planning, environmental management systems, realty and valid existing rights, and social license planning.

I am a trusted advisor to organizations ranging from small non-profits to Fortune 500 companies, leveraging my skills in creative entrepreneurship, program management, and floodplain management. Grant Tupper

Director of Operations and Business Development Rocky Mountain Region, Select Water Solutions

Grant Tupper has been in the industrial water space in Colorado for the past 12 years. As the Rocky Mountain Region Business Development and Operations Director with Select Water Solutions, Grant procures water sources for developing needs in the oil and gas space and designs and orchestrates the construction of innovative produced water recycling facilities. Grant has recently been charged with forecasting infrastructure needs throughout the region and creating a symbiotic relationship among major O&G organizations for build-out in preparation for Colorado’s long-term energy needs. Appointed to the Colorado Produced Water Consortium in 2023, Grant aspires to be a resource that allows for increased sustainability in the energy industry while protecting Colorado’s environment for generations to come.

Rocky Mountain Regional Director, WestWater Research

Adam Jokerst is the Rocky Mountain Regional Director for WestWater Research and leads the Colorado office in Fort Collins. He brings over 15 years of experience in water resources management and water development across the Western U.S. Has overseen long-range water supply planning, water acquisition, and water rights protection programs and has led development of large-scale reservoir and underground storage projects. Adam holds a B.S. in biological engineering from the University of Arkansas and a M.S. in civil engineering from Colorado State University and is a licensed professional engineer in Colorado
