Isabelle Lavoie

Research Associate

Isabelle Lavoie is an Associate with WestWater Research, based in Los Angeles, CA. Isabelle assists with economics and valuation analysis, water rights transactions research, market analysis, econometric and financial modeling, water supply assessments, and project management across the Western U.S.

Isabelle brings over 9 years of experience working with Southern California water agencies as a financial project controller, and a research associate. Her experience before joining WestWater includes working as a project controller on large water infrastructure projects in the Western United States with engineering firm Arcadis. Projects included drinking water and wastewater treatment planning and design for large public utilities, such as the Los Angeles Department of Water and Power, the Metropolitan Water District, Orange County Sanitation District, Inland Empire Utilities Agency, and Los Angeles Sanitation Bureau. Her graduate research analyzed trends in Canadian food prices by developing predictive models and applying advance time-series forecasting models.

At WestWater, Isabelle’s work includes agricultural assets due diligence efforts for multiple private equity clients, water entitlements valuation and transaction support for municipal clients, as well as large water infrastructure project support such as groundwater banking program development and cost-benefit evaluation for multiple entities. She has developed market research reports for a series of key Western water regions, including the Truckee River Basin near the Reno-Carson area in Nevada, the Permian Basin in West Texas, as well as the Colorado River Basin.

Ms. Lavoie holds a Bachelor of Commercial Sciences in International Management from the University of Ottawa and a Master of Food and Resources Economics degree from the University of British Columbia.
