Jessica Fox is the Southwest Regional Director of WestWater Research, managing projects and business development efforts in the firm’s Phoenix office. With 15 years of dedicated experience in Arizona water policy and management, she stands at the forefront of water resource innovation in the region.

Specializing in water resource policy analysis, strategic management, and long-term supply and demand forecasting, Jessica brings a wealth of expertise to WestWater’s clients. Her comprehensive understanding of groundwater and surface water dynamics in the desert southwest has enabled her to develop and advocate for effective policy solutions and strategies.

Jessica’s leadership has been instrumental in a diverse array of WestWater projects, from spearheading strategic water supply acquisitions to conducting meticulous water market analyses. She is particularly renowned for her proficiency in Arizona Assured Water Supply Program-related policy planning and analysis, as well as her adeptness in leading water rights and supply availability due diligence assessments for complex land and water transactions. She excels at presenting technical concepts to decision-makers, from regulatory to public audiences.

During her tenure with Arizona’s largest renewable water supplier, Jessica played a pivotal role in developing datasets and modeling tools that revolutionized water supply and demand scenario evaluation. Her expertise in analyzing water shortage impacts and implementing impactful policies and programs has consistently aligned organizational strategies with tangible results.
