Report: 15 years of Colorado water transfers

WestWater Research assessed efforts by the Colorado water community during the past 15 years to develop certain types of water transfers that do not result in permanent loss of irrigated lands. These Alternative Transfer Methods (or ATMs) have been successful, however there remain long standing hurdles to greater adoption in the Colorado water market. Within this report, the project team provides several recommendations on how state government bodies can work to expand the use of ATMS and other best water management practices in order to address the loss of irrigated lands due to water transfers.
