WestWater Intern Explores Water Credit Trading Idea in Eastern Idaho
Last summer, WestWater intern Ryan Shepler conducted an analysis of different ways that groundwater irrigators in Eastern Idaho could meet groundwater use reduction obligations imposed by a 2015 settlement agreement with senior-priority surface water users. An on-farm crop budget analysis showed that a credit trading program could provide economic efficiency across the groundwater districts as a way to isolate the reduction obligation to the lowest value crops and lands. WestWater presented the findings of the analysis to IGWA at their most recent board meeting.
